This working paper contains some of the material included in the study Boekmanstichting and the University of
Amsterdam commissioned to me last year. Inside the study, subjects are treated in a much more extensive way and many
other issues are developed; the present paper is only aiming to offer a general and incentive background to the hopefully
rich and stimulating discussions in March
